The PRC has thrown an unanticipated wrench into USPS plans to mandate Full-Service.  As a result the USPS has announced they will delay mandatory Full-Service.  A CPI rate increase is expacted to still occur on January 26, 2014.  A ruling on the exigent rate case has not yet been announced.
